This more likely caused by the nature of temporal effects. For correct capture you need to wait 16-32 frames before the picture will look as expected. Or maybe it's just an auto exposure.

Btw, did you grab this sequence via Video Grabber tool from the Editor? It should have warm-up enabled by default to handle such cases.

Well, maybe that's an auto-exposure then. You can try to play with camera post-processing settings and see how they affect final picture quality.
