If you have to use real-world terrain data GlobalMapper is a very good tool for raw data convertion. Third option is usage of UNIGINE build-in terrain editor. Link to comment

Decide on your own, here is an example. Most probably for complex and large terrains procedural tools like WorldWind are more powerful, but have a non-trival learning curve. Link to comment

It assumes that you already have the height map and diffuse texture etc. This is the reason I was asking for terrain editing applications. I did read the documentation about terain editing, but I do not know from this if it will be powerfull enough. I wish there was a tutorial on terrain creation. Link to comment

You can use Unigine object sample ( start demos/samples_objects_...bat ) as a starting point for terrain editor usage. Activate editor mode, select terrain node and start terrain editing.
