Anti - aliasing solution on terrain edges with relatively higher Terrain Step

Generally speaking, with lower argument Terrain Step, say 1.000, the edges of separated terrain are quite neat, as illustrated in Figure 1 down below.However, the edges turn to be quite rough as the result of altering the argument, Terrain Step, to be 4.000, showing in Figure 2 down below.So, the problem right now is how could I make the edges look smoother?
