I use sandworms to create real terrain Why is there a problem?

I first downloaded the satellite image and elevation of a certain location using a GIS called Water Channel Microinjection, but when I loaded the data with sandworm and clicked Create, the terrain did not appear in the scene. And the node of this terrain is already shown on the right.

Then I used Global Mapper to convert the elevation downloaded from GIS into grayscale map, and used sandworm to load the data. After creating terrain, the terrain appeared, but it had no height and was a piece of flat land. Through testing, I found that it had a little height difference, which could not be seen by the naked eye, but in fact, it should be very big.
