Frame-based animation can be toggled on and off either for the whole body or per each bone, corresponding flags belong to the ragdoll body parameters in the Physics section. If it's checked off, bones are physics-based. Check out the Samples -> UnigineScript -> Physics -> ragdoll_04 sample, it demonstrates a partially animated ragdoll body. Best regards.
