CIGI Clamp deactivates interpolation

Hi, we just found out that activating CIGI entity ground clamping (conformal and non-conformal) deactivates the entity smoothing (interpolation).

In order to see this, you need to have a host that emits packet with a high time interval such as 200ms, and set ig_interpolation_period accordingly (0.400). We have such a case when replaying logged flight data. As soon as we enable clamping, the entity no longer moves smoothly.

For some reason we thought that this may be a correct behavior. Well, if interpolation is required we will check how we can improve this behavior prior to 2.16 release.
