[2.11] (Regression) Time of day not synced to slave on startup

Hello,

• In 2.10, when slave and master are started, the time of day is synced (even if the cigi host doesn't send any time of day msg).
• In 2.11, the slave doesn't have the same time of day at startup.
  • There MAY be other things that should be synced but I din't investigate further.
